Trump’s Iran Deal

The preliminary Memorandum of Understanding signed between the United States and Iran does not, by itself, guarantee the end of Iran’s nuclear program, nor does it automatically grant the right to seize enriched uranium. In addition, it contemplates a reconstruction fund valued at $300 billion, a figure substantially larger than the resources associated with the agreement reached during the Obama Administration as part of negotiations with that country to prevent the development of nuclear weapons.

Let us examine what has now been agreed between the United States and Iran, through the mediation of Pakistan:

  1. Guarantees Regarding Nuclear Weapons

a. No definitive guarantees yet: The current agreement signed by the government of Donald Trump is an interim memorandum of understanding primarily intended to halt the recent war and reopen the Strait of Hormuz.

b. Deferred verbal commitment: Although the text states that Iran commits not to possess a nuclear weapon, the development of technical restrictions and verification mechanisms has been postponed to a later negotiation phase within a 60-day window. Therefore, this is a ceasefire arrangement rather than a definitive disarmament treaty.

  1. Seizure of Enriched Uranium

a. No authorization for seizure: The United States will not be able to confiscate or seize uranium located within Iranian territory.

b. Domestic dilution: Iran firmly rejected demands to surrender its uranium reserves. The agreed position consists solely of Iran processing and diluting its highly enriched uranium to render it inert within its own borders.

  1. Economic Commitments by the United States

a. Reconstruction fund: The plan stipulates that the United States and its regional partners will develop an investment and economic assistance program that includes a minimum reconstruction fund of $300 billion for Iran.

b. Additional benefits: The agreement includes the total and gradual lifting of economic sanctions and the release of all Iranian financial assets frozen abroad.

From an economic standpoint, the agreement promoted by the Trump Administration entails financial commitments and economic support mechanisms significantly broader than those contemplated under the understanding reached during the Obama Administration in 2015.

Whereas the concessions of that administration focused on the release of Iranian funds held in international financial institutions in exchange for commitments related to the nuclear program, the current agreement incorporates a broad economic reconstruction framework aimed at ending military hostilities and facilitating the reopening of trade routes through the Strait of Hormuz.

In conclusion, the United States’ military intervention in Iran represents for President Trump what the Vietnam War represented for President Lyndon B. Johnson: a complex conflict from which it is difficult to find a politically favorable exit.

This is why Trump has been compelled to make concessions in an effort to minimize the political and economic costs that a prolonged conflict would entail.

With the midterm elections approaching in November, White House strategists, aware of the erosion in the President’s public image, will seek to redirect public attention toward developments that can be presented as achievements of his administration. In that context, promoting and encouraging a political transition in Cuba and steering Venezuela toward genuinely free and credible elections could become strategic objectives to strengthen Trump’s political position during the final stage of the current electoral year.

The intervention in Iran is justified under national security arguments. However, President Trump’s confrontational rhetoric and insults, along with his repeated public statements—many of which have been questioned for their lack of accuracy—ultimately affected both the political management of the military operation and the international image of the United States.

The stability of the global economy requires a permanent ceasefire in the Middle East. To achieve this, Israel must be part of that effort by avoiding an expansion of the conflict with Iran and with Hezbollah in Lebanon. Likewise, the urgency of ending the war in Ukraine, caused by Vladimir Putin’s criminal military aggression, must not be overlooked.

These are the major challenges of the moment. To confront them successfully, Trump will need to strengthen the United States’ relationships with its traditional allies in Europe rather than deepen tensions through unnecessary confrontations.

The reality is that not everything Trump has done has been negative. The President can point to significant achievements during his administration. However, those achievements have often been overshadowed by imprudent decisions or statements that ultimately weaken the results attained.

Venezuela provides an illustrative example. Trump initially demonstrated a firm determination to confront an illegitimate regime linked to narcotrafficking. Nevertheless, he later adopted decisions that contributed to providing political and economic oxygen to that same narco-regime, in accordance with commercial and strategic interests within Trump’s circle.

It is possible that the results of the midterm elections will facilitate a reordering of priorities within the Administration and allow for the correction of some of Trump’s mistakes.

In the meantime, governments and the business sector that drive the world’s most important economies will have to continue operating under conditions of global crisis.

El Acuerdo de Trump con Irán…

El Memorando de Entendimiento preliminar firmado entre Estados Unidos e Irán no garantiza, por sí mismo, el fin del programa nuclear iraní ni otorga automáticamente el derecho a incautar el uranio enriquecido. Además, contempla un fondo de reconstrucción valorado en 300,000 millones de dólares, una cifra sustancialmente superior a los recursos vinculados al acuerdo alcanzado durante la Administración Obama, como parte de una negociación con ese país para evitar que desarrollaran armamento nuclear.

Analicemos lo acordado ahora entre Estados Unidos e Irán, por mediación de Pakistán:

  1. Garantías sobre el armamento nuclear:
    a. No hay garantías definitivas todavía: El acuerdo actual firmado por el gobierno de Donald Trump es un memorando de entendimiento interino orientado principalmente a detener la guerra reciente y reabrir el estrecho de Ormuz.
    b. Compromiso verbal diferido: Aunque el texto menciona que Irán se compromete a no poseer un arma nuclear, el desarrollo de las restricciones técnicas y mecanismos de verificación han quedado postergados para una fase de negociaciones posteriores con una ventana de 60 días. Por tanto, es un alto al fuego y no un tratado de desarme definitivo.
  2. Incautación de uranio enriquecido:
    a. No se autoriza la incautación: Estados Unidos no podrá confiscar ni incautar el uranio que se encuentra en territorio iraní.
    b. Dilución interna: Irán rechazó tajantemente las exigencias de entregar sus reservas de uranio. La postura acordada consiste únicamente en que el país procesará y diluirá su uranio altamente enriquecido para volverlo inerte dentro de sus propias fronteras.
  3. Monto económico comprometido por Estados Unidos:
    a. Fondo de reconstrucción: El plan estipula que Estados Unidos y sus socios regionales desarrollarán un plan de inversión y asistencia económica que contempla un fondo mínimo de 300,000 millones de dólares para la reconstrucción de Irán.
    b. Beneficios adicionales: Se incluye el levantamiento total y progresivo de las sanciones económicas y el desbloqueo de todos los activos financieros iraníes congelados en el extranjero.

En el plano económico, el acuerdo impulsado por la Administración Trump supone compromisos financieros y mecanismos de apoyo económico significativamente más amplios que los contemplados en el entendimiento alcanzado durante el gobierno de Obama en el 2015.

Mientras las concesiones de aquella administración se concentraron en la liberación de fondos iraníes retenidos en instituciones financieras internacionales a cambio de compromisos relacionados con el programa nuclear, el acuerdo actual incorpora un amplio esquema de reconstrucción económica destinado a detener las hostilidades militares y facilitar la reapertura de las rutas comerciales a través del Estrecho de Ormuz.

En conclusión, la intervención militar de Estados Unidos en Irán representa para el presidente Trump lo que la Guerra de Vietnam representó para el presidente Lyndon B. Johnson: un conflicto complejo del que resulta difícil encontrar una salida políticamente favorable.

Esa es la razón por la cual Trump se ha visto obligado a realizar concesiones para intentar minimizar el costo político y económico que supondría una prolongación del conflicto.

De cara a las elecciones de medio término de noviembre, los estrategas de la Casa Blanca, conscientes del desgaste que ha experimentado la imagen pública del presidente, buscarán redirigir la atención de la opinión pública hacia acontecimientos que puedan ser presentados como logros de su gestión. En ese contexto, promover y forzar una transición política en Cuba y encaminar a Venezuela hacia la celebración de elecciones verdaderamente libres y confiables podrían convertirse en objetivos estratégicos para fortalecer la posición política de Trump durante la etapa final del presente año electoral.

La intervención en Irán se justifica bajo argumentos de seguridad nacional. Sin embargo, la retórica de confrontación e insultos del presidente Trump y sus reiteradas declaraciones públicas, en muchas ocasiones cuestionadas por su falta de veracidad, terminaron afectando tanto la conducción política de la operación militar como la proyección internacional de Estados Unidos.

La estabilidad de la economía mundial requiere un cese al fuego permanente en el Medio Oriente. Para ello, Israel debe formar parte de ese esfuerzo evitando una expansión del conflicto con Irán y con Hezbolá en el Líbano. Del mismo modo, no puede perderse de vista la urgencia de poner fin a la guerra en Ucrania, originada por la criminal agresión militar rusa de Vladimir Putin.

Estos son los grandes desafíos del momento. Para enfrentarlos con éxito, Trump deberá fortalecer las relaciones de Estados Unidos con sus aliados tradicionales en Europa, en lugar de profundizar las tensiones mediante confrontaciones innecesarias.

La realidad es que no todo lo que ha hecho Trump ha sido negativo. El presidente puede exhibir logros importantes durante su gestión. Sin embargo, con frecuencia, esos logros han quedado opacados por decisiones o declaraciones imprudentes que terminan debilitando los resultados alcanzados. Venezuela constituye un ejemplo ilustrativo de eso. Trump mostró inicialmente una firme determinación para enfrentar a un régimen ilegítimo vinculado al narcotráfico. No obstante, posteriormente adoptó decisiones que contribuyeron a otorgarle oxígeno político y económico al mismo narco régimen, en función de intereses comerciales y estratégicos del entorno de Trump.

Posiblemente, los resultados de las elecciones de medio término faciliten un reordenamiento de prioridades dentro de la Administración y permitan corregir algunos de los errores cometidos por Trump.

Mientras tanto, los gobiernos y el sector empresarial que constituyen el motor de las economías más importantes, deberán continuar actuando bajo un escenario de crisis mundial.
